Governor Abdusakur M. Tan’s Accomplishments 2007-2010
GOVERNANCE and ADMINISTRATION:
  • Held consultations with different sectors – Local Chief Executives, Philippine National Police, Armed Forces of the Philippines, Civil Society Organization, Non- Government Organization, Line agencies, Religious leaders
  • Strengthen the Area Coordinating Center as the coordinating mechanism for all peace and development efforts in the Province of Sulu
  • Local Chief Executives were required to secure clearance to travel from the Office of the Governor
  • Orientation Dialogue on Peace and Development with Local Chief Executives in partnership with the Office of the Presidential Adviser on the Peace Process July 30, 2007
  • Conducted the Alliance Building Workshop in partnership with the Local Governance Academy and the Department of Interior and Local Government , January 16- 17, 2008
  • Held the first round of HELP Humanitarian Caravan in the municipalities of Kalinggalan Caluang and Patikul January 18 and 19, 2008
  • Regular Meeting with Local Chief Executives
  • Formulation of the Provincial Development and Physical Framework Plan and  Executive and Legislative Agenda with the Local Governance Support Program in ARMM and National Economic Development Authority, Region IX
  • Regular conduct of Local Finance meeting
  • Provincial Resolution was issued to the federation of civil society organization as development partner of the Sulu provincial government
  • Adoption of the PDC of the Provincial Development Physical Framework Plan (PDPFP)
  • Enhance the Civil Society and Peoples Organization’s participation in Governance. 
  • Province of Sulu Reclassified from 3rd to 2nd class province
  • 1st  salary increase of  Provincial Government Employees  (Local Budget Circular #86 June 18, 2007, 10% salary Adjustment)
  • 2nd salary increase of  Provincial Government Employees (Reclassification from 3rd to 2nd class province, Memo Circular No.01 –P(8) -08 dated May 13, 2008) effective July 29, 2008
  • 3rd salary increase of  Provincial Government Employees  (Local Budget Circular #2009 – 92, Sept. 3, 2009, 1st tranche monthly salary schedule under E.O. # 811 dated June 17, 2009 )
  • Yearly Conduct of Mobile Passport Service
  • Setting up of Official Donor Agencies (ODA) database at the Sulu Area Coordinating Center in partnership with Local Governance Support Program in ARMM (LGSPA)   
  • Sulu Area Coodinating Center regularly prepared for any eventuality, be it natural or man-made calamities.
  • Regular conduct of ACC Network Conference representatives of different sectors like government offices, military, police, NGOs, CSOs, academe, US Forces and municipal ACC officers to establish commonality of ACCs all throughout the province thereby strengthen networking, and shared understanding.
  • Installation of Communication Facilities at the SACC Base Radio with antenna, and one handheld radio, for official SACC information exchange with members and partners all throughout the province
  • Development of Disaster Master Plan
  • Developed tourism Beach Resort Proposal for the Province of Sulu
  • Successfully lobbied donor Assistance to the province such as UNFPA, UNDP, GEM 2-3, LGSPA-CIDA, UNICEF BEAM, ASFP, JICA, EQUALLS and others.
  • Provided local government counterpart funds to successfully implemented donor agency projects
  • Formulated the Provincial Halal Development Industry Plan 

PEACE AND SECURITY
  • Strengthen coordination with Armed Forces of the Philippines especially along the conduct of military operations and civil military operations
  • Strengthening the Philippine National Police thru reorganization of police force
  • Together with the Joint Special Operation Task Force- Philippines and Task Force COMET, conducted series of capacity building for the Philippine National Police (i.e. PNP Basic police Operations)
  • Resolution No.12 series of 2007- Resolution requesting the Armed Forces of the Philippines and the Philippine National Police to cause the disbandment of the Armed Civilian Volunteers Organization and other para military groups in the Province of Sulu
  • Resolution No. 10 series of 2007 - Banning the carrying of firearms outside residence without the necessary permit to carry issued by competent authority
  • Created, thru Executive Order No. 08-001 the Provincial Fact Finding Board to look into the Ipil, Maimbung Carnage
  • Convene the Provincial Peace and Order Council
  • Conduct of NAPOLCOM examination in Sulu
  • Established Sulu as a Philippine Military Academy Permanent Testing Center
  • Strengthened Citizen and  CSO participation on peace initiatives
  • Peaceful Resolution of the ICRC Crisis
  • Effected the capture or neutralization of suspected terrorists and other lawless elements in the Province
  • Supported the augmentation of police operational capabilities against lawless elements
  • Supported Task Force Ulangig on Electoral non-violence
  • Signatory to the Sulu Peace Covenant

INFRASTRUCTURE DEVELOPMENT
  • Partnership with JSOTF-Philippines and the Municipality of Jolo for the renovation of the Fire Department
  • Improvement of Jolo Airport amounting to $3M from USAID-Growth with Equity in Mindanao 
  • Renovation of Jolo Airport Terminal building and perimeter fence, funds from the Department of Transportation and Communications ( MOA signed in August 2008)
  • Re-concreting of Jolo- Buansa Road
  • Concreting of Jolo- Taglibi Road (national road)
  • Construction and road pavement of Bayog- Samak, Talipao Road
  • Rehabilitation of Farm to Market Road of Barangay Anuling, Patikul, Sulu
  • Rehabilitation of Farm to Market Road in Barangays Tangkuan, Andalan, Niangkaan, Lahing Lahing, Luuk, Sulu, and Barangay Bagsak Road in Parang, Sulu, Saimbangon Road in Pata, Sulu

ENVIRONMENT/ ENERGY
  • Launch the Marine protected Areas in barangay Bangas, Panglima Tahil, Sulu Sulu together with the Local Governance Support Program in ARMM
  • Supported the Earth Day “Bayahihan Para sa Kalikasan” activities with the United States Aid for International Development
  • Climate Change Summit in the Province of Sulu ( forthcoming) in partnership with the Office of Civil Defense in ARMM, Department of Energy- Task Force Climate Change, Green peace, United Nation Development Fund ( UNDP) and LGSPA
  • Facilitated the provision of additional gensets from NAPOCOR
  • Worked for the condonation of interests and surcharges for the outstanding power accounts with the National Power Corporation amounting to almost five hundred million
  • Rural Energization Program with the Department of Energy for farflung areas
  • Provision of coordinating mechanism for Alliance of Mindanao Off-grid Renewable Energy ( AMORE- USAID funded) thru the Area Coordinating Center
  • Rehabilitation of the Jolo Mainland Water District amounting to seven hundred thousand dollars from the United States Agency for International Development Signed Memorandum of Agreement with the Philippine Water Revolving Fund Support and the Jolo Mainland Water District
  • Supported the Earth Hour Activity
  • Partnership between the JSOTF-Philippines in Maglanuh Program (Solid Waste Management)

HEALTH, SANITATION AND WATER (WASH) SERVICES
  • Co-sponsored the coming of surgeons from the University of the Philippines- Philippine General Hospital ( UP-PGH) Mission to the Province of Sulu to conduct medical, surgical, and dental services to indigent families. This joint effort served 50 patients for major surgeries, 55 minor surgeries and 176 “amazing touch”
  • Augmented manpower ( nurses and midwives) at the Integrated Provincial Health Office
  • Approved the Ordinance on Reproductive Health ( the first in the Autonomous Region in Muslim Mindanao)
  • Renovated Taglibi health center and other health facilities
  • Attended the International Conference on Reproductive Health, a United Nation Fund for Population (UNFPA) activities in Bali, Indonesia
  • Supported the Movement Against Malaria ( MAM) of the Pilipinas Shell Foundation, Inc
  • Conducted “Libre Pag Islam” (free circumcision) in partnership with IPHO, Sulu benefiting 770 patients
  • Conduct of First Sulu Barangay Health Workers Congress in partnership with Integrated Provincial Health Office
  • Issued memorandum for LGU’s to organize and activate local health board
  • Construction and Drilling of deep well in Barangay Mungit- Mungit in Talipao, Barangay Kulay Kulay in Panamao, Satag Compound in Jolo, Sitio Kamuray in Barangay Timbangan, Indanan

EDUCATION
  • Conduct of  regular  Licensure Examination for Teachers in the province of Sulu,
  • Regular  review class for examinees of the Licensure Examination for Teachers
  • Conduct of Regular Nurses Board Examination in the Province of Sulu
  • Convene the provincial school board to address the issues and concern on education as well as issued Executive Order for Local Chief Executives at the Municipality level to convene municipal school board
  • Requested the Division Superintendent to issue memorandum to all teachers and school heads to organize and activate Parents Teachers Community Association and take active role in issues pertaining to education

FOOD SECURITY, EMERGENCY RESPONSES AND REHABILITATION
  • Signed Letter of understanding with the World Food Program supporting the WFP-DSWD program on Emergency Operations Assistance to Conflict Affected Mindanao (EMOP-ACAM) by providing the coordinating and monitoring mechanism thru the Area Coordinating Center
  • Timely emergency response thru the Provincial Disaster Coordinating Center with provision of food and non-food items for internally displaced persons
  • Supported balik-barangay/ rehabilitation initiatives thru Food for Work program thru provision of rice assistance in communities like Panamao, Patikul, Maimbung
  • Conducted supplemental feeding with the Department of Social Welfare and Development
  • Distributed rice to beneficiaries under the “pamaskong Handog ni GMA” program
  • Received approval of the proposed two hundred core shelter units from DSWD Central Office for Barangay Tugas in Patikul, Barangay Timbangan and Bato-Bato in Indanan and in the Municipality of Maimbung
  • Constructed evacuation center for displaced families in Indanan with comfort rooms and water system
  • Reactivated Task Force HALAW to respond to the eventuality of deportees arrival to Sulu with members from the line agencies, AFP, PNP, civil society organization
AGRICULTURE AND FISHERY
  • Launched the “fruits of hope program”
  • Held the Provincial cooperative summit February 19-20,2008
  • Creation of the Task Force Cooperative as a poverty alleviation mechanism by strengthening farmers and fisherman’s cooperative
  • Sent and Trained Coffee Farmers to Tagum, Davao del Norte in partnership with Nestle and propagated 10,000 coffee seedlings
  • Supported the Agriculture extension class of Mindanao State University in Parang and requested the said institution to conduct Agriculture and Fishery extension classes in Maimbung
  • Supported the 3rd Marine Brigade’s “Sapih para ha Kahanungan Program”, a cow dispersal program for farmers in Barangay Maligay and Darayan, Patikul, Sulu
  • Distributed abaca stripping machine to farmer’s cooperative in Barangay Tugas, Patikul, Sulu and People’s Organization in coordination with the Fiber Industry Development Authority
  • Distributed four cassava grater to farmer’s cooperatives
  • Distributed coffee seedlings to farmers’ cooperatives
  • Sent six participants trainees to Food Safety and Management System for Food Processing Bangkok, Thailand
  •  Issued an Executive Order for the creation of the Sulu Coffee Industry Development Task Force
  • Organize the Provincial Technical working Group for the Halal Industry Development Board
  • Materials and Financial assistance to the 9  agri-marine coops in Maimbung, Sulu organized by the 4th  Marine Battalion Landing Team g; 2  cassava grater with pressure; P50,000  cash,  9 coffee/seaweeds drier, 5,000 polybags,  3 kilos coffee seeds  and  l box vegetable seeds of  various kinds/species, food stipend/ items. (13 July 2009)
  • Sponsored Cooperative Competency Course for farmers cooperative based in Barangay Timbangan and Barangay Dayuan participated by more than l00 agri-farmers lead by retired Col. Hji Ibrahim Madjilon in partnership with 4th Marine Batallion Landing Team. (July 28, 2009).
  • Training of Abaca Farmers  in partnership with Department of Agriculture Regional Field Unit  IX   and Fiber Industry Development Authority (FIDA) Region 9 on the Operation and Maintenance of  Spindle Stripping Machine. (22 -23 July 2009)
  • ”Establishment of Provincial Coffee Nursery” providing them technical   and hands-on training relevant to coffee nursery establishment, planting, maintenance and protection, harvesting, processing, and marketing
  • Sponsored of Training coffee farmers to Tagum, Davao-del Norte to improve and enhance their knowledge, skills, and expertise on coffee production technology in partnership with Local Government Support Program for ARMM (LGSPA) . (May 5-6, 2009).
  • Sponsored  training on Kahawa Sug technology, participated in by ll6 farmers coming from 9 municipalities of Sulu who deals with coffee production.
  • Established Pilot area for Coffee Farm situated in Katian, Indanan, managed and operated by KATIAN KASAVA AND KAHAWA AGRI-FARMERS MULTI-PURPOSE COOPERATIVE
  • Training and technical assistance to farmers
  • Tractor services extended in terms of land preparation is estimated to be around one thousand hectares in different municipalities
  • Substantial increase in the supply of Cassava, vegetables, coffee and other seasonal crops boost the local market and minimize importation from other provinces
  • Establishment of Post Harvest Facility for coffee

RECONCILIATION AND RIDO SETTLEMENT
  • Settled ten family feuds in the Province of Sulu.
  • Supported CSO-led rido settlement in the different municipalities of Sulu
HOUSING
  • Supported Gawad Kalinga shelter project in Barangay Liang, Patikul, Sulu
  • Sent delegation to Gawad Kalinga Bayani Challenge in Bukidnon, April 16- 20, 2008
  • Will host the Gawad Kalinga Bayani Challenge 2009
  • Together with the Jolo Municipal Government and National Housing Authority, awarded land certificates to beneficiaries affected by fire
  • Constructed housing units for Badjao in the Municipality of Luuk in partnership with 2nd Marine Brigade
  • 19 Unit Housing – Maimbung
  • 30 Unit Bunkhouse – Maimbung

YOUTH LEADERSHIP PROGRAM (INCLUDING OUT OF SCHOOL YOUTH) , CHILDREN AND WOMEN AND SPORTS PROGRAM
  • Sent 25 youth leaders to the Province of Bohol- lakbay aral trip as part of the Youth Leadership Program
  • Provincial Youth Summit ( forthcoming)
  • Signed Memorandum of Agreement with United Nation’s Children’s Fund in the provision of local financial, technical and other logistical support counterpart and
  • Continuing Skills training for Out of School Youth and Jobless Adults in partnership with Social Action Center and with assistance from the Consuelo Foundation
  • Supported the conduct of Women’s Summit in the Province of Sulu
  • Supported the conduct of Islamic leadership training, sponsored by the Coalition of Muslim Organization in Sulu
  • Supported the conduct of scouting/ camping – boys scout and girls scout
  • Supported the computer training of Mindanao State University Filipino Club and donated one unit computer
  • Supported the conduct of training/ seminar of Soroptimist International
  • Supported the ALERT Lupah Sug and Sulu Bowlers Association in the conduct of sports competition- bowling

  • Operation Smile ( cleft palette operation)

INTERFAITH AND INTRA-FAITH
  • Conducts periodic dialogue and consultation with the Ulama on religious matters
  • Supported Islamic Schools ( madrasas) and scholars to foreign Islamic Institute
  • Supported the conduct of Provincial Qur’an Reading Competition and training of Qur’an Readers
  • Led the Eidl Fitri Festival Congregational prayers
  • Supported the Local Governance Support Program in ARMM and the Darul Ifta in the Philippines in the launching of the book on selected khutbah
  • Supported the Ramadhan Islamic Seminar (2008) sponsored by Sabilal Muhtadeen and the Office on Muslim Affairs
  • Established the Office of the Sulu Provincial Committee for the ULAMAs
  • Supported the conduct of awareness and advocacy of Halal Food Program.



COMMUNITY ORGANIZING AND PEOPLE’S EMPOWERMENT(Cooperative)

Believing that sustainable development is achieve through participatory governance which provided a great deal of involvement of constituents through cooperatives, the Provincial Governor issued an Executive Order for the creation of Task Force Cooperative. For a short period after the institutionalization of such effort, the following cooperatives were organized, trained, and received assistance from donors (line agencies) thru the provincial government :

  • Established the Sulu Provincial cooperative Union (SPCU)
  • The SPCU in total has released P 4.2 million to coop beneficiaries who  have complied with the basic requirements as set forth by the SPCU
  • Annual Holding of Cooperative Summit
  • Formulated Cooperative Developent Plan for 2010
  • Sponsored Seminar on bookkeeping, Board of  Directors Competency course,
  • Organized more than 70 cooperatives in the province of Sulu
