The provincial Government of Sulu is a body politic and corporate entity created and endowed with certain powers to be exercised by its political subdivision of the national government and as corporate entity representing the inhabitants of its territory. This is mandated as indicated in Commonwealth Act 2711.

“A Province with stable agri-industrial and competitive economy driven by self reliant, empowered culture-sensitive people living in an ecologically balanced, peaceful community, steered by strong, morally upright and committed leaders”.

To achieve the above-vision, the provincial government shall direct its resources towards uplift of the quality of life of the people; in this light it is imperative to search and develop an appropriate technology to accelerate the human resources and socio-economic development that shall be the focus towards the empowering them to make effective contributions to province as a whole. Specifically, the Provincial government shall focus its effort in; Education and development of a sound, God-centered, values oriented families and social groups. Develop, integrate and institutionalize relevant information systems in the entire province. Improved the management of the front-line services and operations of the provincial government and enhance its administrative support functions. Guarantee sufficient information support to its constituencies and for its internal operations. Provision of better access to basic services through improved services and utility infrastructures. Establish and adopt Local Network System Information and Communication Technologies with the end view of improving delivery maintain public thrust promote fiscal transparency and increased revenue collection.
